Defibrillator and Angel Rings Installed
A defibrillator has been installed on the external wall of the Log Cabins and 2 Angel Rings mounted (one at Nth end Boat Beach and the other between Main and Sthn Beaches) These are general community use in an emergency situation.

ROSEDALE SEWERAGE UPDATE (NOV 2015) 
David Boardman sought another update from Council on the current status of the sewerage project, with the following advice received from Council on 10 November 2015:
  • Work is progressing on Stage 1 works (the construction of a regional sewerage pumping station at Rosedale and a balance tank at the Tomakin Sewerage Treatment Plant).
  • Tenders for the construction of the pressure sewer reticulation systems, and installation of pressure sewer pods (Stage 2) have closed, with Council selecting a preferred contractor.
  • Council has written to the relevant state Minister requesting permission to proceed.
  • Council anticipates awarding a tender in late November 2015.
Work is anticipated to commence in early February, as the contract prohibits construction work being undertaken during the Christmas holiday period. Council advises that the contractor intends inspecting individual properties and meeting with customers during that time.

While the contract period is for more than one year (extending into March 2017), Council assures us that the contractors program has work finishing before the end of 2016.

SEPT 2015
David Boardman recently sought an update from Council on the status of the sewerage project. He was advised that Council had received ministerial approval and had awarded a contract to Precision Civil Infrastructure for the construction of a sewage pumping station at Rosedale (at George Bass Drive) and a flow balance tank at the Tomakin Sewage Treatment Plant.

The Rosedale sewage pumping station will service the existing village of Rosedale and approximately 60% of the Rosedale Urban Expansion Zone. The flow balance tank is needed to accommodate the additional pumped flows from the Rosedale sewage pumping station, Guerilla Bay and the Malua Bay diversion. These works are required to be completed before sewage can be received from the Rosedale/Guerilla Bay Scheme.

Council also advised that they have called and received tenders for the pressure sewer systems and a detailed assessment of submissions is under way. Council anticipates approvals (Council and Ministerial) later this year, with on-ground works commencing in February 2016.

Council's special rate variation approved
Eurobodalla Shire Council's special rate variation has been approved by the Independent Pricing and Regulatory Tribunal (IPART).

Eurobodalla Mayor Lindsay Brown said he is pleased that the independent tribunal has recognised Eurobodalla's financial position and how the new income will deliver a broad range of social and economic benefits to the community funding a $20.7 million package of community and transport infrastructure projects and renewals.

'I am very proud to have been part of this decision that will support Eurobodalla's future, growth opportunities and be a financially responsible way to avoid passing a debt to future generations.'

'Our business community will see the benefit of upgrades to CBDs, the airport and transport infrastructure; our drivers can rest assured that our roads and bridges will be maintained at an acceptable level; people who play sport will appreciate the quality of our fields; people with limited mobility and those living with disability will have better access to many facilities; and community groups using our halls will see some improvements,' said Councillor Brown.

IPART's approval demonstrates that Council has met a rigorous set of criteria and is successfully taking steps to improve productivity and contain costs. The approved rate variation will see Council's general rate increase above the rate cap for the first time in 8 years by 6.5% each year for three years including the rate peg amount, with the increase to remain permanently in the rate base.

IPART findings also said that the impact on ratepayers was moderate, and Council's planning documents clearly explained the need and purpose of the special variation.

General Manager Dr Catherine Dale said that every dollar of the rate increase will be used to pay for the community and transport infrastructure projects already agreed to.

'While approval of the variation will greatly assist in Council becoming financially sustainable, I will continue to rigorously review all of Council's operations with the aim of identifying opportunities to improve, and deliver effective and efficient infrastructure management and services that support growth. It is important that the projects included in the rate variation package are delivered so that the community can see the benefits of their investment,' said Dr Dale.

Council's Audit Committee which includes independent community members will monitor the new funds and ensure that after year three, annual funds from the increase will be restricted to renew or upgrade existing roads, bridges, reserves and building facilities.

Projects in the rate variation package include upgrades to sporting facilities, parks and community halls; road pathway and bridge projects, and the Batemans Bay CBD and Moruya Airport. Improvements to the accessibility of playgrounds, viewing platforms and toilets will also be delivered along with a loan funding strategy to address Council's infrastructure funding gap.

Residents are invited to contact Council's Rates Hotline on 02 4474 1355 to see how the increase will affect their 2015-16 rates.

As an example, based on the 2014-15 average residential general rate of $817.82, the extra cost per week per household with the 6.5% increase in 2015-16 will be $1.86 a week, or $96.77 a year.

Without the rate variation, the extra cost in 2015-16 would have been $1.22.

The cumulative increase of the rate increase over the three years is 20.78%, compared to 9.2% without it. The special rate variation becomes a permanent part of the rate base after year three.

Residents are invited to read further information on the package of projects and how average residential, farmland and business rates will change, in the revised Delivery Program 2013-17 and draft Operational Plan and Budget 2015-16 that are currently on exhibition at Council's three libraries, the customer service centre in Moruya and on the website.

ESC Special Rate Variation
The RAI have recently written to the ESC raising concerns on behalf of the Rosedale community and officially objecting to the recent request for a proposed Special Rates Variation. Please click here to read the correspondence sent in November 2014.

During Sept 2014, the RAI received a response from Council to its 2012 submission regarding the DA for Rosedale Farm.

BREAKING NEWS....

The Eurobodalla Shire Council has recently received a Development Application for Rosedale Farm.

The DA is on exhibition with Council from 29 August until 15 October.
 
Any submissions are to be lodged with Council before 15th October 2012.
